Iris Shawcroft: Here in NJ you need a permit for pretty much anything.
Michal Semple: you need a permit and the plumbing and electrical you are going to have to hire a licensed person
Francisco Schonhardt: It will be dependent on your State/City Codes whether or not you will need a permit for construction, I know in some states if you do sheetrock/Drywall a permit is not required, or for minor projects however to my knowledge ANY TIME you do plumbing/electrical a permit is required so you will need to get a minimum of two permits one for the plumbing and one for the electrical.
